Three related but separate processes on Turkish roads
Getting road-legal in Turkey as a foreign resident usually touches three distinct procedures that are easy to conflate: registering a vehicle in your name (tescil), converting or obtaining a Turkish driver's license, and, if you are buying or selling a car locally, completing that sale through the legally required channel. Vehicle registration and ownership transfer
A vehicle already in Turkey, whether imported, inherited or purchased, must be registered in the owner's name at a Trafik Tescil office before it can legally be driven, insured and taxed. Registration requires proof of ownership, a valid Turkish address, mandatory traffic insurance (trafik sigortası) already in place, and, for a residence-permit holder, the permit itself; a change of ownership between two private individuals must be executed at a notary, which issues the transfer document the registration office then acts on — a private sale contract alone does not transfer legal ownership of a vehicle in Turkey. Driver's license exchange or first application
Whether a foreign driver's license can be exchanged for a Turkish one without a driving test depends on whether Turkey has a reciprocal recognition arrangement with the issuing country, and generally on how long you have held valid residence in Turkey: many nationalities can exchange a valid, unexpired foreign license within roughly the first year of establishing residence, after which a Turkish written and practical driving test is generally required regardless of the license you hold abroad. A medical report (sağlık raporu), a notarised translation of the foreign license, and an application through the Traffic Registration Directorate are typically required either way. Buying or selling a vehicle in Turkey
A used-vehicle sale in Turkey must be completed at a notary, which verifies the seller's ownership, checks for any registered lien, traffic fine or restriction on the vehicle, and issues the sale document that the buyer then presents at the Traffic Registration Directorate to register the vehicle in their name. Timelines and what is not guaranteed
Notary and registration office appointment availability, document completeness and, for a license exchange, the current reciprocity rule for your nationality all affect how quickly each process can be completed. FTurkey does not control notary or Traffic Registration Directorate processing times, cannot guarantee that a driving test will be waived, and does not guarantee a particular sale price or that a specific vehicle's records will be free of encumbrances before they are actually checked.
