Turkey's Ministry of National Education (Milli Eğitim Bakanlığı, MEB) regulates formal private education institutions (özel öğretim kurumu) that issue recognised diplomas or certificates tied to the national curriculum, requiring an operating license and MEB oversight; institutions offering university-level or degree-equivalent instruction fall instead under the Higher Education Council (YÖK). An online platform offering general skills courses, professional development or non-credentialed content typically does not require this licensing, but the boundary between the two categories is fact-specific and depends on how a course is marketed and what it claims to confer.
