Health Insurance and Healthcare System
Health insurance, social security registration, and healthcare system consulting in Turkey.
Understanding Turkey's healthcare system, not providing insurance or medical treatment
FTurkey is a consulting and coordination company, not an insurance broker, not a public institution, and not a healthcare provider. FTurkey does not sell insurance policies, does not enrol you in the state social security system, and does not make medical decisions. Within an agreed written scope, FTurkey helps international residents and employees understand how Turkey's public and private healthcare systems work, what health insurance a residence permit application requires, and how social security enrolment functions once you hold a work permit, then coordinates the practical steps involved.
Public healthcare under SGK and GSS, compared with private hospitals
Turkey's public healthcare system is organised around the Social Security Institution (Sosyal Güvenlik Kurumu, SGK) and its general health insurance scheme (genel sağlık sigortası, GSS), which gives access to state and SGK-contracted hospitals for those enrolled — typically employees, their dependents, and certain other registered residents. Private hospitals operate separately: they generally require private health insurance or direct payment, and often offer shorter waiting times and English-speaking staff, but they are priced and organised independently of SGK even though the Ministry of Health supervises both systems. FTurkey can help you understand, in general terms, which system applies to your situation and what the practical differences mean for access and cost exposure; the choice between them, and the specific hospital or insurer you use, remains yours.
Health insurance required for residence permit applications
Most first-time residence permit applications require proof of valid private health insurance (özel sağlık sigortası) covering the applicant for the requested permit period, unless the applicant is already covered under SGK through employment or another qualifying route. FTurkey can help you understand how this requirement applies to your permit type and coordinate an introduction to a licensed insurance broker or agency for a policy quote. FTurkey is not the insurer, does not sell the policy, and does not decide whether a given policy will be accepted by the Provincial Directorate of Migration Management (İl Göç İdaresi) — that determination rests solely with the immigration authority reviewing your application. For general insurance-line brokering beyond this residence-permit context — life, home or vehicle cover, for example — see FTurkey's separate insurance consulting service.
Social security (SGK) enrolment for foreign employees with a work permit
Once a foreign national holds a valid Turkish work permit, the employer is generally responsible for registering the employee with SGK, after which the employee and eligible dependents gain access to the GSS public health insurance scheme. FTurkey can help explain this process to employees and employers and coordinate communication and document preparation around SGK registration, but the registration itself is carried out by the employer through SGK's own systems; FTurkey has no authority to enrol, verify or expedite an SGK registration on its own.
Coordinating the practical steps
Within an agreed scope, FTurkey can help translate and organise the documents a residence permit's insurance requirement or an SGK registration typically calls for, explain appointment and registration procedures at the relevant public offices, and coordinate an introduction to a hospital, clinic or insurance broker suited to your situation. Where you need coordination for an actual medical evaluation or procedure rather than help navigating the system, FTurkey's specialty-specific health-tourism services — cardiology, oncology, orthopedics and others — cover that separately.
What this service does not include
FTurkey does not issue insurance policies, does not process SGK, residence permit or immigration applications on your behalf, and does not provide medical advice or treatment. Decisions on policy acceptance, SGK eligibility and residence permit approval rest solely with the insurer, SGK and the immigration authority respectively; no approval, enrolment date or premium can be guaranteed in advance.
Understand the cost and request a proposal
The support needed depends on your residence or work status, the permit or registration you are dealing with, and whether you already hold insurance or SGK coverage. Request a quote describing your situation, and FTurkey can propose a written scope covering the explanation and coordination support available for your case.
