Mavi Kart, not a work-permit Blue Card

Turkey's Mavi Kart (Blue Card) is a status document for people who were once Turkish citizens and lost that citizenship — most commonly by voluntarily renouncing it, with the Ministry's permission, after acquiring another nationality that does not allow dual citizenship. Subject to the law's own conditions, some descendants of such a person may also be eligible. Mavi Kart is not Turkey's equivalent of the EU Blue Card for skilled foreign workers; if you are looking for an employment-based route into Turkey, that is a different service, and FTurkey can point you to it separately. What Mavi Kart entitles the holder to do

Under Turkish Citizenship Law No. 5901 and its implementing regulation, Mavi Kart holders can generally live, work and inherit in Turkey without a separate residence or work permit, and are treated similarly to citizens for many everyday purposes. Certain rights remain reserved to citizens by law — voting and standing for election, compulsory military service obligations, appointment to specific public-sector posts, and a small number of other statutory exceptions. The precise scope of rights and any restriction is set by the Directorate General of Population and Citizenship Affairs (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü) and the applicable legislation, not by FTurkey.

Confirm your eligibility before applying

Eligibility depends on your own citizenship history: whether you personally renounced Turkish citizenship with the Ministry's permission, or whether you descend from someone who did, and how many generations removed you are — the law sets a specific boundary on descent that FTurkey can help you check against your family's documented civil registry (nüfus) history. Bring together your and your ancestor's Turkish civil registry records, the decision or certificate evidencing loss of citizenship, and your current foreign passport before starting; gaps in this paper trail are the most common cause of delay.

Where and how the application is filed

A Mavi Kart application is filed either at a Turkish consulate abroad or, if you are inside Turkey, at a Provincial Directorate of Population and Citizenship Affairs (İl Nüfus Müdürlüğü); an online pre-application through e-Devlet is available for some applicant profiles ahead of the in-person appointment. The receiving authority reviews the civil registry chain and decides whether to issue the card; FTurkey does not make this determination and cannot expedite the authority's own review.
