Step 1: Book Your Appointment on e-İkamet

Every application starts online at e-ikamet.goc.gov.tr. You create an account, select the permit type you're applying for, enter your personal and travel details, and choose an available appointment date at the Provincial Directorate of Migration Management (İl Göç İdaresi Müdürlüğü) covering the address where you'll be living. In high-demand provinces — Istanbul, Antalya, and Muğla in particular — appointment slots can book out weeks or months in advance, so start the process as soon as you know you'll need a permit rather than waiting until your visa-free period is nearly over.

Step 2: Confirm Which Permit Type You Need

The application mechanics below apply broadly, but the specific eligibility rules and supporting documents differ by permit type. Before you go further, make sure you've identified the right category — short-term/tourist, student, family, work-based, long-term, or investor — since applying under the wrong type is one of the most common causes of delay or rejection. Step 3: Prepare the Core Document Set

While each permit type has its own additions, most first-time applications require broadly the same core paperwork:

  • A passport valid for at least 60 days beyond the requested permit duration, plus a photocopy of the identification pages
  • Four biometric photographs (recent, white background)
  • The completed e-İkamet application form, printed and signed
  • Proof of address in Turkey — a notarized rental contract, property deed (tapu), or a formal accommodation letter
  • Valid health insurance covering your stay (see our dedicated guide to residence permit health insurance requirements for what qualifies)
  • Proof of sufficient financial means to support yourself for the requested period
  • The residence permit fee receipt (harç), paid at a tax office (vergi dairesi) or designated bank

Step 4: Register Your Address

A residence permit application and your formal address registration are closely linked — you generally need to notify the Population Directorate of your address (the address declaration/MERNİS process) as part of settling in, and your landlord or building administration is sometimes contacted to confirm your residency. Step 5: Attend Your Appointment and Submit Biometrics

At your scheduled appointment, an official reviews your documents, may ask clarifying questions about your purpose of stay, and collects your biometric data (photograph and fingerprints) if not already captured. Bring originals of every document you uploaded — copies alone are usually not accepted at the counter.

Step 6: Wait for a Decision — and Know Your Rights Meanwhile

Typical processing runs about 30-90 days, though provincial workload, permit type, and document completeness all affect this. If you applied before your legal stay expired and have a valid appointment/application receipt, you are generally permitted to remain in Turkey while the application is being processed — but this is not a substitute for the permit itself, so don't book onward international travel assuming quick approval.
