Step-by-Step for a Standard Salon

  • Register your business structure — sole proprietorship for a small independent salon, or an LLC if you plan to scale or bring in partners
  • Register with the Chamber of Tradesmen and Craftsmen (Esnaf ve Sanatkarlar Odası) appropriate to your city
  • Apply for a business opening and operation permit (işyeri açma ve çalışma ruhsatı) from your local municipality — this includes a workplace inspection covering hygiene, fire safety, and space requirements
  • Register with the tax office and, once you hire staff, with the Social Security Institution (SGK)
  • If any service crosses into medical-grade territory, clarify with your municipality and a local advisor whether Ministry of Health rules apply before offering it

The Line You Cannot Cross Without a Medical License

The most common compliance mistake is offering a service — most often laser hair removal or injectable treatments — under a standard beauty salon license without the required medical oversight. This is treated as practicing outside your license and carries real regulatory risk, not just a theoretical one. If your business model depends on these services, plan from the outset to either employ appropriately licensed staff or operate them under a properly licensed medical/aesthetic clinic structure.

Foreign Ownership

There is no general cap on foreign ownership of a beauty salon business structured as a Turkish company — the regulatory hurdles are about the type of service offered, not the nationality of the owner.
